US envoys Steve Witkoff and Jared Kushner arrived in Moscow for talks intended to revive negotiations over Russia’s war against Ukraine. They were expected to meet Russian President Vladimir Putin before travelling to Kyiv for discussions with Ukrainian President Volodymyr Zelenskyy, marking their first visit to the Ukrainian capital in this diplomatic role.
US President Donald Trump said the envoys were carrying a concrete proposal to end the war, but its terms have not been publicly disclosed. Without an official text, claims about territorial concessions, security guarantees or restrictions on Ukraine’s foreign-policy choices remain speculative.
The mission coincides with a limited three-day pause in attacks on the two capitals. Putin ordered Russian forces to suspend strikes against Kyiv during the diplomatic visit, while Zelenskyy announced that Ukraine would refrain from targeting Moscow over the same period. The measure does not represent a comprehensive ceasefire and does not necessarily halt combat elsewhere along the front.
Major disagreements continue to separate the parties. Moscow has demanded control over territory it does not fully occupy and insists that Ukraine abandon its NATO ambitions. Kyiv rejects surrendering additional land and argues that any settlement must include credible security guarantees capable of preventing another Russian offensive.
The visit is the latest American attempt to break a negotiating deadlock after previous discussions produced prisoner exchanges but no political settlement. Its immediate value will depend on whether the temporary restraint around Moscow and Kyiv can be converted into wider de-escalation. Diplomatic movement is evident, but an undisclosed proposal and a narrowly defined pause remain far from an enforceable peace agreement.
