Investigators seek deeper access to relatives’ finances.

Spain’s Central Operational Unit of the Civil Guard estimates that former PSOE organization secretary Santos Cerdán and members of his family may have received €323,178 in payments or benefits between 2015 and 2024. Investigators are examining whether the funds were connected to Servinabar and other companies linked to the alleged Koldo corruption network.
The financial report identifies income that authorities consider insufficiently explained by Cerdán’s officially declared earnings. It also mentions €18,000 in cash of unknown origin recorded between 2014 and 2017, as well as salaries, vehicles, rent payments and household furnishings allegedly provided through associated companies.
Investigators are also reviewing payments received by Cerdán’s wife, Paqui Muñoz, who allegedly earned approximately €1,300 per month through what the report describes as a potentially fictitious employment contract. The Civil Guard has asked the investigating judge for access to banking information involving his wife and three additional relatives.
The report further states that Servinabar negotiated the purchase of a Madrid property valued at €985,000 for Cerdán and his wife. A deposit was paid, although the transaction was ultimately cancelled. Cerdán remains under investigation for alleged criminal organization, influence peddling and bribery, without a final judicial ruling.
