A migration crisis has evolved into an unusual dispute between two Schengen partners.

Spain will maintain temporary border controls on passengers arriving from Italy until September 22, extending the measure for another 15 days. The Interior Ministry published the decision in the Official State Gazette after concluding that the circumstances affecting public order and internal security persist. The controls were originally scheduled to expire on September 7.
The measure applies to passenger flights and maritime services whose last airport or port of departure is in Italy. Travellers may be asked to present passports or identity documents, while non-EU nationals can also face verification of visas or residence permits. The checks affect passengers regardless of nationality, but they are conducted selectively and according to individual legal status.
Flights and maritime connections will continue operating normally. The extension does not close the border or eliminate the right to travel between the two countries, although passengers are advised to arrive earlier because document inspections may cause delays at Spanish airports and ports.
The dispute began after Italy reintroduced controls on travellers arriving from Spain in response to the mass influx of migrants into Ceuta at the end of July. Rome argued that the situation represented a national-security risk and later extended its restrictions until September 15. Madrid initially demanded their withdrawal but subsequently introduced reciprocal controls on arrivals from Italy.
Spain officially justifies its measure by citing migration pressure on the central Mediterranean route, organized criminal networks and possible security threats. Nevertheless, the reciprocal timing reveals a diplomatic dimension extending beyond border management. Two major EU members are now using an exceptional Schengen mechanism against each other, raising concerns that temporary controls could become political instruments whenever governments disagree over migration responsibilities.
