Revolut Secures Full French Banking License to Accelerate European Expansion

The digital bank strengthens its regulatory position as it targets the next phase of growth across Western Europe.

Revolut has obtained a full banking license in France following a joint assessment by the European Central Bank and France’s prudential regulator, the ACPR. The authorization represents a major milestone for the digital bank and provides a new regulatory platform from which it plans to expand its operations across Western Europe.

France will become the first market served through the new structure, with expansion into Ireland, Germany, Italy, Spain and Portugal expected to follow gradually. The strategy is designed to allow Revolut to adapt its financial products and services more closely to the regulatory requirements and consumer preferences of individual European markets.

The company already serves approximately 30 million customers in Western Europe, including eight million added during the past year, and reports more than 75 million customers worldwide. Revolut has also announced plans to invest more than €1 billion in Western Europe while hiring over 600 professionals to support its regional expansion.

Paris is expected to play a central role in that strategy. Revolut plans to open a new Western European headquarters in the French capital in 2027, reinforcing France’s position as an increasingly important financial and technological center within the European Union.

The French authorization follows Revolut’s acquisition of a full banking license in the United Kingdom in March 2026 after a lengthy regulatory process. Meanwhile, its Lithuanian banking subsidiary will continue serving other markets within the European Economic Area, creating a dual structure supervised by European and national regulators.

The new license moves Revolut further beyond its origins as a financial technology platform and deeper into direct competition with Europe’s established banking institutions. As digital finance continues transforming the sector, the battle for European customers is increasingly becoming a contest between traditional banking infrastructure and technology-driven financial ecosystems.
