A strategic alliance moves into security territory.
MANAGUA, NICARAGUA | JULY 2026
Nicaragua has authorized the entry of Chinese military personnel, ships and aircraft during the second half of 2026. The measure allows participation in training, exchanges and humanitarian assistance activities. It marks the first formal inclusion of China in this type of military authorization issued by the Nicaraguan government.
The decree also permits the temporary presence of forces from Russia, the United States, Mexico, Cuba, Venezuela and several Central American countries. It does not specify how many Chinese personnel could enter, which units would participate or where the operations would take place. The lack of operational detail has increased scrutiny over the scope of the agreement.

Nicaragua restored diplomatic relations with China in December 2021 after ending its recognition of Taiwan. Since then, both governments have expanded cooperation through trade, infrastructure, technology, police training and military contacts. The new authorization suggests that a relationship initially centered on economics is acquiring a stronger strategic dimension.
Attention has also focused on infrastructure projects linked to Punta Huete airport and the port of Corinto. Chinese companies have participated in work associated with both facilities, which could serve civilian and logistical purposes. No evidence has established that either site will become a permanent Chinese military base.
The bilateral relationship includes security training, equipment donations and agreements involving the Nicaraguan armed forces. Managua has strengthened ties with Beijing while reducing its political dependence on Western governments. China, in turn, gains a closer position in Central America and greater influence near important regional trade routes.

The decree does not create a permanent deployment, but it expands the political and military reach of the partnership. For Nicaragua, the agreement provides strategic support and access to new resources. For China, it represents another step in its growing presence across Latin America.
