Italy has proposed extending its Albania migration model across the European Union, urging member states to establish return centers in partner countries outside the bloc as part of a broader effort to accelerate the deportation of migrants who have no legal right to remain in Europe. The initiative follows the recent migration crisis in Ceuta, which intensified political pressure for tougher border management measures.
The proposal builds on Italy’s agreement with Albania, where Italian-operated facilities process migrants awaiting repatriation. Rome argues that similar centers could reduce pressure on national asylum systems, discourage irregular migration and improve the efficiency of return procedures while strengthening the protection of the EU’s external borders.
Italian officials contend that the model represents a practical solution to one of Europe’s most persistent policy challenges. By relocating return procedures outside EU territory through agreements with third countries, governments hope to shorten administrative processes and reduce the number of unsuccessful asylum applicants remaining within the bloc for extended periods.
The initiative has gained support from several European governments seeking stricter migration controls, particularly after recent border emergencies highlighted vulnerabilities along the Union’s southern frontier. However, the proposal continues to face criticism from humanitarian organizations and legal experts, who warn that offshore return centers could raise complex questions regarding human rights, judicial oversight and compliance with international refugee law.
