France to Ban Unsolicited Commercial Calls Starting August 11

France will officially prohibit unsolicited commercial telephone calls beginning August 11, introducing one of the continent’s strictest regulations against telemarketing. Under the new legislation, companies will only be allowed to contact consumers for promotional purposes if they have first obtained the individual’s explicit consent.

The reform replaces the previous opt-out system, under which consumers had to register their telephone numbers on a national list to avoid receiving marketing calls. French authorities concluded that the previous framework failed to adequately protect citizens, as many continued receiving unwanted commercial communications despite requesting not to be contacted.

Companies that violate the new rules could face significant financial penalties. Limited exceptions will apply to businesses communicating with existing customers as part of an ongoing contractual relationship or to consumers who have voluntarily agreed to receive promotional information.

The legislation aims to strengthen consumer privacy while reducing fraudulent practices frequently associated with unsolicited telephone marketing. Officials believe the new consent-based model will provide stronger safeguards against harassment, misleading sales tactics and telephone scams targeting vulnerable individuals.

France’s decision reflects a broader European trend toward reinforcing digital privacy and consumer rights.
