The European Union is intensifying its push to reduce reliance on foreign-controlled payment systems, reframing what was once a technical dependency into a strategic vulnerability. Yet internal consensus is far from complete. Segments of the banking sector question implementation costs and adoption uncertainty, while some governments warn that fragmentation risks could emerge if new systems fail to reach sufficient scale. The debate reflects a deeper structural tension between maintaining global integration and securing regional control.
At its core, the issue extends beyond payments. Financial infrastructure is no longer invisible; it has become an instrument of influence, resilience and geopolitical leverage. Europe is not simply attempting to replace existing systems, but to redefine the conditions under which economic power is exercised in a fragmented global order.
