Ukrainian President Volodymyr Zelensky delivered a stark warning before the United Nations General Assembly: in today’s conflicts, weapons do not replace law — they determine who survives. Zelensky questioned the UN’s effectiveness in responding to prolonged wars and argued that even the most peace-oriented governments must strengthen their military capabilities to ensure national security. He declared that “in the absence of friends with real strength, there are no guarantees of defense,” emphasizing that international law only has meaning if those who endorse it are able to defend it with strategic power.

During his address, Zelensky highlighted the rapid expansion of automated weaponry: drones capable of crossing continents, autonomous military intelligence systems, and hostile logistical networks. He warned that borders no longer limit lethality, as technological warfare now transcends geography. The Ukrainian leader criticized global institutions for their slow adaptation to this new arms race and urged member states to act decisively.

Speaking bluntly, he accused the UN of inaction in crises such as those in Sudan, Somalia, and Palestine, pointing out that many nations receive only symbolic statements instead of concrete support. Zelensky insisted: “Even if a state longs for peace, it must secure its weapons.” He stressed that international law without military backing remains a dead letter. Russia and other adversaries, he argued, have exploited this institutional weakness.

The Russian invasion of Ukraine formed the backdrop of his speech. Zelensky asserted that Moscow has not only brought war to Ukrainian territory but has also accelerated the use of drones to strike critical infrastructure and civilian centers. He warned that soon, drones will be fighting one another without human involvement, turning the battlefield into an autonomous and lethal arena. According to his assessment, these machines are already rivaling conventional defense systems in decision-making speed.

The president also framed the risk as a global one. It is not only Ukraine facing these threats. East Asia is undergoing intensive militarization and developing autonomous weapons programs, while African nations are seeing the recirculation of surplus weaponry. In Europe, several governments are debating stronger, independent digital defenses against hybrid threats. Across Latin America, the proliferation of weaponized drones and illicit logistical networks is pressuring fragile states and forcing new strategic alliances.

Zelensky delivered a clear message to world leaders: do not expect international organizations to secure your safety. Each state must build reliable alliances and credible defensive capabilities. He called for shared risk, warning that if one actor — even an ally — gives in to global military pressure, it leaves the rest exposed. He reminded the assembly that history has already punished alliances built on empty promises.

His address avoided speculation, calling instead for the immediate delivery of more sophisticated weapons to Ukraine with full international support. He urged that sanctions against aggressors be matched with real and sustained military assistance. Diplomatic promises without action, he argued, are quickly drowned out by the roar of war.

Concluding his speech, Zelensky appealed to a moral imperative: protecting lives is not neutrality — it is a decision. He called for a review of global security mechanisms and urged the transformation of peace rhetoric into a realistic defensive pact. His provocative appeal disrupted the predictable dynamics of the diplomatic chamber.
