Attacks below the threshold of open war are testing whether solidarity can become deterrence.

European foreign ministers have pledged a coordinated response to the expansion of hybrid operations attributed to Russia, following Germany’s accusation that Moscow was responsible for an explosives-carrying drone intercepted near Leipzig/Halle Airport. Representatives from Ukraine, Canada, Switzerland and the United Kingdom joined the European Union’s informal meeting, broadening the political front beyond the bloc’s 27 members.
German authorities said the drone’s configuration, components and military-grade explosives resembled equipment associated with previous Russian operations. Berlin considers the incident part of a wider campaign involving sabotage, cyberattacks, disinformation and interference with critical infrastructure. Russia denies responsibility, while the investigation has not yet produced a publicly tested judicial finding establishing direct Kremlin command.
Lithuanian Foreign Minister Kęstutis Budrys said hybrid attacks against European countries had quadrupled over the previous year. Governments across the continent are increasingly concerned that hostile actors can damage energy networks, disrupt transportation, manipulate elections or intimidate populations while remaining below the conventional threshold that might trigger a military response.
The EU is considering additional sanctions against Russian individuals and entities, stronger protection for critical infrastructure, improved intelligence sharing and closer coordination with NATO. Ministers also revived the debate over using frozen Russian sovereign assets to finance Ukraine. Sweden, Spain, Poland and the Netherlands support reopening that discussion, although legal concerns and fears of financial retaliation continue to divide member states.
Europe’s central difficulty is not identifying the individual tools of hybrid warfare, but constructing a response that is rapid, collective and proportionate. Attribution frequently takes months, national intelligence remains fragmented and unanimous political decisions can be delayed by internal disagreements. Statements of unity therefore matter only if they lead to shared investigative standards, infrastructure resilience and predictable consequences. Without those mechanisms, adversaries can continue exploiting the space between peace and declared war.
