CERNOBBIO, ITALY
US Ambassador to NATO Matthew Whitaker has warned that the alliance must not tolerate deliberate hybrid operations against its members. Speaking during a business conference in Italy, he said Washington would support allied governments confronting sabotage, drone incursions and other covert actions directed against their territory or infrastructure.
Whitaker identified the attempted drone attack at Leipzig/Halle Airport as particularly concerning. German authorities have attributed the incident to Russia, distinguishing it from Russian drones targeting Ukraine that may accidentally cross into NATO airspace. The alleged operation represented, in Berlin’s assessment, an intentional act rather than an unintended consequence of nearby warfare.
Hybrid warfare combines tactics such as cyberattacks, sabotage, disinformation, election interference and covert operations. These methods allow an aggressor to destabilise an adversary while complicating attribution and avoiding an immediate military response. Whitaker also referred to incidents in Poland as evidence of a broader security challenge confronting NATO’s eastern members.

Critical infrastructure represents a major vulnerability. Airports, energy facilities, telecommunications networks, undersea cables and transportation systems can be disrupted without launching a conventional invasion. Whitaker urged national governments to increase surveillance and preparedness, emphasising that the immediate response to individual incidents remains primarily their responsibility.
His warning did not include a specific NATO retaliation plan or suggest that the alliance would automatically invoke its collective-defence clause. The political message is nevertheless significant: repeated actions below the traditional threshold of war could eventually demand a coordinated response. NATO’s central challenge will be establishing reliable attribution and imposing credible consequences without allowing ambiguous attacks to trigger uncontrolled escalation.
