Spain’s Judicial Council Seeks Reinforcements for Ceuta Courts Amid Migration Pressure

The recent surge in migrant arrivals is placing exceptional strain on Ceuta’s judicial system.

CEUTA, Spain | August 2026. Spain’s General Council of the Judiciary has requested two additional judges and specialized personnel for Ceuta following the mass arrival of migrants on July 30 and 31. An inspection report concluded that the resulting caseload has disrupted the autonomous city’s courts to an extraordinary degree. The proposed reinforcements include another judge for on-call duties and a magistrate assigned to the court handling violence against women and sexual offenses. Euronews

Between July 30 and August 5, Ceuta’s courts processed 96 proceedings related to deaths, 23 involving detained individuals and 15 urgent cases. During the following week, judicial authorities received another 72 police reports involving detainees or people summoned to appear. Officials highlighted the increase in alleged sexual assault cases as one of the system’s most sensitive pressures.

The council has urged the regional High Court covering Andalusia, Ceuta and Melilla to begin procedures for the temporary reinforcements. It also asked Spain’s Ministry of Justice to provide an experienced court manager, two procedural officers, a judicial assistant and two interpreters. An urgent forensic assessment service has also been proposed to support judges working under emergency conditions.

Some personnel have already been transferred from other judicial bodies, but inspectors warn that short-term measures may be insufficient if migration pressure persists. Judicial representative José Antonio Montero is expected to visit Ceuta’s courts to assess conditions directly. When migration emergencies overwhelm institutions, access to justice becomes part of the crisis itself.
