Senior Hamas political leaders reportedly held a highly confidential meeting with a French delegation composed of serving and former diplomats, as well as members of Parliament from the governing coalition and the opposition. The encounter represents the first known communication channel between Hamas and a European delegation since October 7, 2023.
The meeting was reportedly held recently in an undisclosed country in the region. Its location and exact date were not revealed because of the secrecy surrounding the discussions.
Some Palestinian and regional actors were informed shortly before the meeting or immediately after it ended. Egypt, Qatar and Turkey, which have participated in Gaza ceasefire and de-escalation efforts, were reportedly among those notified.
Two Hamas officials confirmed that the meeting took place but declined to discuss its agenda or results. The French government has not publicly clarified whether the delegation acted with an official mandate.
The discussions reportedly focused on the internal Palestinian situation and the possible reorganisation of political institutions. Participants also examined efforts to promote national reconciliation among the different Palestinian factions.
Another central issue was the possibility of opening a political process capable of ending the broader Israeli-Palestinian conflict. The talks reportedly supported the establishment of an independent Palestinian state based on the borders that existed before June 4, 1967.
The meeting occurred as Hamas faces increasing pressure over its future role in the Gaza Strip. Negotiations concerning postwar governance, security arrangements and the organisation’s weapons remain among the most difficult issues.
Hamas has linked any discussion about surrendering its arsenal to the establishment of a clear political process. The organisation says that process must guarantee Palestinian self-determination and lead to a sovereign and independent state.
The encounter could indicate that some European political figures are exploring alternative diplomatic channels as negotiations over Gaza’s future continue. However, the secrecy surrounding the talks leaves uncertainty about whether they could develop into a formal mediation initiative.
