Germany Risks Entering Winter With Gas Storage Half Full

There is no immediate shortage, but a severe winter could force industry to reduce production.

Germany may fail to reach its legally required gas-storage level before winter if injections continue at their present pace. Storage facilities were approximately 51.5 percent full on August 25, compared with about 69 percent one year earlier. The country must reach an aggregate level of 70 percent by November 1.

Germany currently holds around 45 terawatt-hours less gas than it did a year ago, an amount comparable to the Czech Republic’s entire storage capacity. Although approximately 78 percent of available German storage space has been reserved, booking capacity does not mean that gas has been placed inside it. Operators inject supplies only when market conditions make storage economically viable.

The traditional business model depends on purchasing gas cheaply during summer and selling it at higher winter prices. Disruptions associated with the Iran war have instead elevated current prices and weakened that seasonal incentive. Europe’s benchmark TTF gas price was trading near €69 per megawatt-hour, up from approximately €29 at the beginning of the year.

Government officials and energy companies emphasize that Germany is not facing an immediate physical shortage. The country can supplement its reserves with Norwegian pipeline gas, liquefied natural gas terminals and supplies from neighbouring European markets. Authorities estimate that storage between 60 and 70 percent could cover normal demand during an average winter, provided imports remain available.

The danger would emerge if low inventories coincided with exceptional cold and disruptions to pipeline or LNG deliveries. Pharmaceutical manufacturing, mechanical engineering, chemicals and other energy-intensive industries could face unaffordable prices or compulsory reductions in production. Germany is considering a state-controlled strategic reserve containing approximately 24 terawatt-hours, but it would not become operational before the 2027-2028 storage year. For the approaching winter, Berlin must still rely on market incentives, faster injections and uninterrupted imports rather than a dedicated emergency buffer.
