Authorization begins preparation, not the reactors themselves.
Gravelines, France
The French government has granted state owned energy company EDF environmental authorization to begin preparing the Gravelines site for two proposed EPR2 nuclear reactors. The decree permits preliminary activities including earthworks, ground reinforcement, construction facilities, relocation of the existing rail terminal and development of a new water intake channel. It also allows initial civil engineering and the creation of a watertight enclosure around the future construction platform. The decision does not constitute final approval to build or operate the reactors.
Each proposed EPR2 unit would generate approximately 1,600 megawatts, adding substantial capacity beside the six existing 900 megawatt reactors at Gravelines. The project forms part of President Emmanuel Macron’s plan to construct three pairs of next generation reactors at Penly, Gravelines and Bugey, with the possibility of eight additional units later. EDF expects the first pair at Penly to enter service around 2038. A final investment decision covering the initial six reactors is expected before the end of 2026.
The expansion is central to France’s attempt to renew an aging nuclear fleet while maintaining low carbon electricity production and reducing dependence on imported energy. Gravelines also occupies a strategic position near Dunkirk, where energy intensive industries are pursuing electrification and lower emissions. However, France’s wider EPR2 program faces questions concerning financing, construction capacity and cost control after previous European reactor projects experienced major delays and budget overruns. The proposed public financing model will also require scrutiny under European Union rules.
Environmental resilience will be as important as reactor engineering. Gravelines depends on seawater for cooling, and recent jellyfish swarms have disrupted operations by obstructing intake systems without creating a nuclear safety emergency. Rising sea temperatures, coastal flooding and changing marine conditions will therefore influence the long term viability of the expanded site. France has taken a consequential step toward construction, but EDF must still secure nuclear safety approvals, complete technical reviews and demonstrate that the project can survive both financial pressure and a changing climate.
