Corruption Under Scrutiny: Bolivia Investigates YPFB President Over Fuel Purchase Scandal

A corruption probe at the state oil company shakes the political stage and exposes deep structural flaws in the management of vital national resources.

Santa Cruz de la Sierra, August 2025 – In a major blow to Bolivia’s institutional credibility, prosecutors have launched a formal investigation into alleged irregularities in fuel procurement involving Armin Dorgathen, president of Yacimientos Petrolíferos Fiscales Bolivianos (YPFB), along with several senior executives. The case, triggered by a legislative report, examines contracts with the subsidiary Botrading that allegedly included inflated prices, substandard fuel, and significant financial damage to the state. The estimated losses reached nearly USD 19 million in 2023, and more than double that figure in 2024, marking one of the most serious corruption cases in recent years.

The probe began after internal complaints flagged anomalies in diesel and gasoline purchases. A parliamentary commission reviewed a dozen contracts and concluded that Botrading supplied YPFB with fuel at inflated margins, possibly under favorable or preferential deals. Prosecutor Omar Yujra has since launched confidential proceedings, issuing requests to state entities and conducting on-site inspections to secure evidence. Dorgathen and at least four other officials are now under investigation for crimes ranging from influence peddling and illicit enrichment to dereliction of duty and falsification of documents. Among those implicated is also a representative of Botrading in Paraguay, the country through which many of the imports were channeled.

The scandal comes amid Bolivia’s chronic fuel supply crisis, exacerbated by declining domestic production and foreign currency shortages. The nation relies heavily on imports—close to 90% of diesel and 56% of gasoline—financed through subsidies that constitute one of the government’s largest fiscal burdens. Recurring shortages, long lines at gas stations, and political disputes over subsidies had already stoked public discontent. The Botrading affair now amplifies these tensions, showing how an institution designed to safeguard energy stability can become the epicenter of suspicion.
