COP17 Mobilizes $1.3 Billion for Land Restoration

The headline commitment is substantial, but only part of the financing is ready for implementation.

ULAANBAATAR, MONGOLIA

The 17th Conference of the Parties to the United Nations Convention to Combat Desertification concluded after 12 days of negotiations involving 196 countries and the European Union. This COP17 was not the United Nations climate summit. Its mandate concerned desertification, land degradation and drought, problems affecting food production, water security, migration and political stability.

Governments, development banks and private investors announced a $1.3 billion portfolio for land restoration and drought resilience projects across 23 countries on five continents. The UN convention identified $644.5 million as new financing, while $216.4 million has been confirmed and is moving toward implementation. The remaining amount consists largely of financing still under preparation, meaning the entire headline figure should not be interpreted as money already delivered.

The commitment remains modest compared with the scale of the crisis. Up to 40 percent of the planet’s land is degraded, affecting approximately 3.2 billion people. Annual investment needs for land protection are estimated at $355 billion, while current financing stands near $70 billion. This leaves a yearly gap of roughly $280 billion.

Mongolia provided a powerful setting for the negotiations because approximately 77 percent of its territory is already degraded. The advancing Gobi Desert threatens pastoral livelihoods, agricultural production and rural communities. The country is pursuing a national campaign to plant one billion trees and used the summit to attract investment in environmental restoration, infrastructure and technology.

Delegates also advanced a five-year land-restoration cooperation plan between China and the League of Arab States. Mayors and regional leaders from 30 countries agreed to establish a network of cities confronting arid and extreme climates. However, negotiators again struggled to produce a comprehensive legally binding global agreement. COP17 therefore delivered projects, partnerships and financial commitments, but its success will ultimately depend on whether promised capital reaches vulnerable communities and produces measurable restoration.
