Power is not measured by who shouts the loudest, but by who controls the conditions of the conversation.
Budapest, November 2025
Hungarian Prime Minister Viktor Orbán escalated tensions with Kyiv after publicly dismissing the idea that Ukraine plays any role in Hungary’s security. Speaking to the press, Orbán stated that “Ukraine does not defend Hungary,” pushing back against Ukrainian President Volodymyr Zelensky’s claim that Budapest benefits from Ukraine’s resistance to Russia while obstructing its path into the European Union.
Orbán reframed the dispute as a question of sovereignty. In su opinión, Hungary’s security stems from its own national defence structure and its membership in the North Atlantic Treaty Organization. Since Ukraine is not part of the alliance, Orbán argued, Kyiv cannot claim responsibility for safeguarding Hungarian territory or strategic interests.
The Hungarian government emphasizes that it has provided humanitarian assistance to Ukraine in the past. According to Orbán, that support included financial aid and energy supply during moments of crisis. However, he insists that such acts of assistance do not translate into political alignment, ni mucho menos into an obligation to endorse Ukraine’s accession to the European Union.
For Orbán, Ukraine’s membership represents a financial and strategic risk.
